The OneNote Offline Installer is a tool of necessity, not convenience. It offers total control over the installation environment but demands a high technical entry barrier. It works perfectly once set up, but getting there is a journey through Microsoft's labyrinthine backend systems. Unless you manage a fleet of computers or have zero internet access, stick to the online installer.
