The bootup NumLock state refers to the state of the NumLock key when a computer first starts up. Essentially, it answers whether NumLock is on or off when you power on your computer.
The NumLock key is a toggle key found on most computer keyboards. When pressed, it enables or disables the numeric keypad on the right side of the keyboard. When NumLock is on, the keypad keys produce numbers; when it's off, they act as navigation keys (like the arrow keys, Home, End, etc.).
