Oda’s decision to not let Luffy use Conqueror’s Haki at Marineford is brilliant storytelling. Here’s why:
Haoshoku Haki is not triggered by anger or sadness alone. It requires an unshakeable will to dominate. At Marineford, Luffy is shaken. He doubts himself. He’s not acting as a captain or a king – he’s acting as a desperate little brother. Rayleigh later explains that Conqueror’s Haki grows when the user’s will grows.
